There are a variety of IP blacklists used at the moment: in firewalls to stop SPAM: DNSBL (Domain Name System Blacklists) such as SpamHaus, Barracuda, etc reputation systems (like “Webroot® BrightCloud® Threat Intelligence”) They are currently all using IPv4.
